(c.) The Chinese Government undertake that chests of opium so sealed and accompanied by permits so endorsed may be imported freely into any treaty port, and that opium, having paid consolidated duty and fi-kin, shall be exempt from any further taxation whatever in port of import.

(f.) Alter a date, to be fixed and subject to adherence of other Governments, His Majesty's Government will consent that opium not so sealed, and unaccompanied by properly endorsed permit, shall be refused entry into any open port of China.

I am in favour of prolonging agreement for seven years on conditions named. China herself asks for seven years' arrangement, and thus furnishes us with an answer to cry in favour of a reduction of ten years' period.

Ju regard to suggested measures for securing that number of chests imported into China should correspond as far as possible with number exported from India for China, I would submit that His Majesty's Government are morally bound to do what they can to assist China in this relation. Of course time must be allowed to clear off stocks on hands of the importers or in transit.

Sir A. Hosie concurs in my recommendations.
